Bobby E. Davis Shaffer, age 61, of Richmond, died Sunday morning (August 23, 2009) at his residence. He was born in Richmond on January 21, 1948 and had lived here most of his life. He was a graduate of Richmond High School and was a US Army veteran of the Viet Nam War. He was superintendent of the Fountain City Water Treatment Facility for 26 years and was a member of Viet Nam Veterans of America. Survivors include his wife of 40 years - Joyce Shaffer; children - Bobby Joe Shaffer of Centerville, Billy E. Shaffer of Fort Carson, Colorado, Holly Wisdom of Anchorage, Alaska, Joseph Whitehead of Richmond and Amber Whitehead of Richmond; brothers - Melvin Caplinger of Richmond; sisters - Bernice Wilson of Richmond and Louretta Dixon of Richmond; grandchildren - Jordan Shaffer, Caleb Shaffer, Jacob Shaffer, Breanna Shaffer and Hailee Shaffer. His parents, Bobby E. Davis and Leona Shaffer Caplinger, and his step-father, William Caplinger, are also deceased. A memorial service will be conducted at 2:00 pm on Sunday (August 30, 2009) in Hillcrest Baptist Church (3469 Hillcrest Road -Richmond). Rev. Martin Holman will officiate.
