William C. "Bill" Winters, of Richmond, passed away on Thursday July 10, 2025 at the age of 81. He was born on November 22, 1943 to Al and Bessie (Mills) Winters and had lived in the Richmond area all his life. Bill is a veteran of the United States Army Reserve and was married to Victoria L. Siders on October 30, 1965 in Richmond, Indiana. He started his working career at Avco, and then went on to work for Wayne Works, ultimately retiring from Carpenter (formally Wayne Works). Bill loved to play cards, especially euchre and poker, and enjoyed fishing and hunting. In his younger years he liked to play softball and later coached for the youth softball league. He cherished the time he spent with his children and grandchildren. Bill was a loving husband, father and grandfather who will be dearly missed.

Left to cherish his memory is his wife of 59 years, Victoria; children Marcia Winters of Richmond, Lisa Huntington of Cambridge City and Barbara (Todd) Wilson of Richmond; brother Joe Winters of Richmond; grandchildren Kaitlyn, Andrew, Haley, Jacob, Allison, Grace and Leland; 12 great grandchildren; 2 great-great grandchildren and nieces, nephews and cousins. In addition to his parents he is preceded in death by his daughter Susan Harrison; granddaughter Jessica Harrison; brothers Roy, Daniel, Herbert and Jim; and sister Thresia Bullock.

Public visitation will be held from 11am-1pm on Saturday July 19, 2025 at Riggle-Waltermann Mortuary, 32 South 11th St. Richmond, with a short service to follow at 1:00pm.
